Peter was born in 1823, the son of George Washington and Mariah Boone (Tribble) Fox, in Madison County, Kentucky, where he was most likely raised.
On June 14, 1860, Peter married Mary Louise Hester, the daughter of Captain William O. and Henrietta (Rogers) Hester, in Christian County, Kentucky. The couple would settle there and have the following children:

Mary Elizabeth (Fox) Crenshaw (1867–1933)
Charles Notington Fox (1868–1954)

At some point between the birth of their last child and 1883 Mary and Peter evidently divorced since she married a second time in 1883. Peter would live on until 1884, passing away at 61 years of age. Mary must have had second thoughts about her second marriage and returned to Peter before he died. Their bodies are buried together in the Riverside Cemetery in Hopkinsville, Christian County, Kentucky.
