He was educated at Bootham School, York from September 1898 to July 1901.[1][5]
In the 1901 census William (age 15), Student, was a single boarder in the Friends School, 51, Bootham, York, Yorkshire & Yorkshire (East Riding), England.[6]
He was educated at Leighton Park, Reading.[1]
He studied at Balliol College, Oxford University 1903-1908 and obtained his BA in 1907 and MA in 1910.[1]
He studied Medicine at Leeds Medical School and General Infirmary, [1] he was awarded his MB, BCh (Bachelor of Medicine and Bachelor of Surgery) by the University of Oxford in 1917 and registered as a doctor in England on 9 July 1917.[7]
William served in British Red Cross Society Friend's Ambulance Unit from 1914 to 1916.[8]
On 29 October 1918 William, then a Surgeon Lieutenant in the Royal Navy, was awarded the Albert Medal for saving life at sea. "On the 28th June, 1918, two of H.M. torpedo-boat destroyers were in collision, and Surg.-Lieut. Harvey was sent on board the more seriously damaged destroyer in order to render assistance to the injured. On hearing that a stoker petty officer was pinned by the arm in a damaged compartment, Surg.-Lieut. Harvey immediately went down and amputated the arm, this being the only means of freeing the petty officer. The boiler-room at the time was flooded, and full of fumes from the escaping oil. This alone constituted a great danger to anyone in the compartment. Moreover, at any time the ship might have broken in two and all hands were fallen in on deck, wearing lifebelts, at the time, in order to be ready for this eventuality. Surg.-Lieut. Harvey displayed the greatest gallantry and disregard of his personal safety in descending into the damaged compartment and continuing to work there amidst the oil fumes at a time when the ship was liable to sink." William's marriage to Margaret Muir Henderson was registered in the Jul-Aug-Sep quarter of 1918 in the Chelsea district.[10]
He was Secretary of Fircroft Working Men's College, Bournville. [1]
In the 1921 census William (age 36), Doctor, Warden of Fircroft College Bournville, was the married head of household at 147, Oak Tree Lane, Smethwick, Worcestershire, England.[11]

William's death (age 52) was registered in the Apr-May-Jun quarter of 1937 in the Hitchin district.[12]William died on 4 June 1937 residing in Manor Way, Letchworth, Hertfordshire, England and his estate passed probate on 18 August 1937 in Peterborough to Margaret Muir Harvey widow.[13] William (age 52) was buried on 7 June 1937 in Letchworth, Hertfordshire, England.[14]
