William Howard was born about Apr 1851 in Kentucky, United States, son of Lewis Howard (1828 - 1890) and Elizabeth Hale (Shepherd) Howard (1829 - >1880).

William (~27) married Lee Ester Mann (~15) (born in Breathitt, Kentucky about Mar 1863; died in Kentucky), daughter of George Mann and Elizabeth Jane Hensley, on 27 Feb 1879 in Magoffin, Kentucky.^[1]

By 1900, the couple added eleven children to their union. They lived in Springfork, Breathitt, Kentucky. Her mother lived with the family. His older sons assisted with running the farm. Only the mother could read and write.^[2]

In the 1930 census, his wife is living with the youngest sons in Morgan County. She is listed as a widow. Thus, placing his death prior to 1930.
