William was born on 31 January 1819 in Westmeath County, Ireland.The son of Thomas Pakenham Pakenham-78 and Georgina Emma Charlotte Lygon Lygon-96
William was educated at Winchester College, and enterred the Army in 1837 After sercice in both the Crimea War, and the Indian Reellion he became Adjutant- General in India in November 1856. He was also Colonel of the North Humberland Fussiliers from 1878 until his death.
William married Selina Rice-Trevor Rice-Trevor-5 in London, England on 12 November, 1862.
They had five children.
William led a busy Public Life, suceeding to the Earldom in 1860 on his brothers death, he was created a Knight Grand Cross of the Order of the Bath in 1861,and sat onthe Conservative Benches in the House of Lords,and served as Under Secretary of State for War from 1866 -1868. In February 1870, he was voted Chairman of the Cenral Protestant Defense Association.He was also Lord Lieutnant of Langford from 1874- 1887
William passed away on 19 April 1897.
