Frederick was born in 1895 in Kings Cross, Middlesex.

He was the son of John and Eliza Peacock of the Penn, Angle Common, Soham and is commemorated at Soham on the gravestone of his father, John Peacock, who died in 1919.

In 1911 the family were resident in Soham, where both father and son were working as labourers. Frederick Herbert seems to have been known as Herbert in the family. His father was a Royal Hospital Chelsea Pensioner, having enlisted in the army in 1880, and had been in failing health by the time of his death.
