Biography
- Richard Charles Peper Sr., 81, Placida, died July 16, 2006, at TideWell Hospice and Palliative Care in Venice. He was born Aug. 18, 1924, in New York City and came to Florida 60 years ago from there. He was a construction engineer at Post, Buckley, Schuh and Jernigan. He retired as an Air Force major after 27 years and was a B-24 pilot in World War II. Survivors include his wife, Constance; a son, Richard C. Jr. of Jacksonville; daughters Sue E. Reed of Bell and Sharon Merrill of Durham, N.C.; stepsons Robert Whitbeck of Jacksonville and Stephen Whitbeck of Cape Coral; brothers John and Warren; eight grandchildren; and two step-grandchildren.
