James was born in 1791. He was the son of John Relfe. US Congressman. Born in Virginia, he moved to Missouri in 1816, became a physician, and practiced medicine in Caledonia. He served in the Missouri Militia during the 1832 Black Hawk War, and in the Missouri State Legislature from 1835 to 1844. He was appointed as the United States Marshal for the District of Missouri serving from 1841 to 1843. He was elected as a Democrat top represent Missouri as an At-Large Delegate in the United States House of Representatives, serving two terms from 1843 to 1847. After his time in Congress ended, he returned to Caledonia, Missouri, where he continued the practice of medicine until his death at age 71.
He passed away in 1863.
