His parents, Rev John Sayre and Mary Bowes (who were step siblings as well as marriage partners) were loyalists to the British Crown and in 1783 moved to New Brunswick with some (or all?) of the children. After his father died in 1784 his mother moved back to Pennsylvania, Francis also, according to his father's loyalist claim. [1]

Francis was named an heir in his Uncle John Cox's will. Francis' mother had taken her younger children to live with her sister, Esther Cox, after her husband died 1784.[2]
