Charles Shoaff was born on 28 December 1865 in Neshannock Township, Pennsylvania, United States. He was the son of Private William Seely Shoaf (1837–1866), Companies F and G, 16th Regiment, Pennsylvania Cavalry (161st Volunteers), and Elizabeth Graham Shoaff. His father died when he was 1, and he was raised by his father's brother James Sankey Shoaf (1839–1912) and Jane S Leyde (1838–1922).
In the 1880 census Charles Shoaff (age 16) was the single son of James S. Shoaff in Greenfield, Lackawannock Township, Mercer, Pennsylvania.[1]

In the 1940 census Charles (age 76) was retired and living with his brother M G Shoaff in Plain Grove, Lawrence, Pennsylvania.[4]
Dr. Charles Sheridan Shoaf died on 13 July 1943 in New Castle, Lawrence, Pennsylvania. He is buried in the Plain Grove United Presbyterian Church Cemetery in Plain Grove, Lawrence County, Pennsylvania.[5]
