Scudder was born in 1823. He was the son of Scudder Terry and Catherine Howell. He passed away in 1865.

There is a military marker in his name at Danville National Cemetery, Virginia. Someone submitted an application for a military pension in his name on 11 May 1865, indicating "dead".

He married Rhoda Jane Young (1823-1913). Their children are:
