Charles was born on 23 March 1898 in Forest Glen, , New Brunswick, Canada. He was the son of George Ira Tingley and Mary Elizabeth (Adams) Tingley.^[1]

George married Mary Elizabeth Adams on 1 April 1897 in Littleton, , Maine, United States. The couple had 7 children: Charles Ira Tingley, Castine Camilla Tingley, Walter Leroy Tingley, Raymond Ernest Tingley, Louise Esther Tingley, Child Tingley and Elnora Gertrude Tingley.^[2]

When Charles was 19 he married Eva M Brown on 25 December 1917 in Littleton, , Maine, United States. The couple had one child: Infant Tingley.^[1]
