Joseph Carl Count von Anrep-Elmpt was born on February 6, 1796, and died on July 16, 1860.
After being educated at the Imperial Corps of Pages and serving as a Page of the Chamber, he entered the Imperial Russian Army as a Cornet in the Chevalier Guard Regiment in 1815.
In 1818, he became an adjutant to General Hans Karl von Diebitsch and, in 1826, he became a Colonel and the Commander of the Khakov Uhlan Regiment.
He served in the Russia-Turkish War from 1828 to 1829, where he was wounded and received the Order of St. George, 4th Class.
He became a Major General in 1831 and commanded a brigade in the Russo-Polish War in 1831, for which he received the Honor Saber ad the Order of St. Anne, 1st Class.
Retired from 1835 to 1839, he was Chief of the Džary-Belakany District from 1839 to 1841 and Commander the Black Sea Coast from 1841 to 1843. He became an Adjutant General in 1842 and a Lieutenant General in 1844. In 1849, he became commander of the Hungarian Division, receiving the Order of St. Alexander Newski, and, from 1850 to 1855, he commanded the 1st Life Guard Cavalry Division.

He was permitted by Imperial Decree in 1853 to add Anrep to his name and was named a Count.
