William Theodore Walters (Bill) was born March 28, 1913 in Panhandle, Texas^[1]. He was the son of Maurice Walters and Bessie Hemphill. He Married Gwen Painter August 30, 1935^[2] and they had 3 children together. He passed away April 22, 2000 in Portland, Oregon^[3]. Bill was 87 years old.
