Stephen Weaver was born in 1863 at Crawley or Hailey in Oxfordshire. He was the son of Stephen Weaver and his wife Harriet, born Harriet Townsend. ^{[1] [2] [3] [4] [5]} The only time his birthplace was given as Hailey in the censuses was in 1911, so Crawley is more likely.

In 1871 Steven Weaver was living at Crawley with his parents Steven and Harriet and their other children. His age was given as 7, implying a birth date in 1863 or 1864. His birthplace was given as Crawley, Oxfordshire. He was at school. ^[2]

Stephen Weaver, aged 18, a labourer, of Crawley, son of Stephen Weaver, labourer; and Rose Smith, aged 19, of Crawley, daughter of William Smith (deceased), labourer; were married at St John's church in the parish of Hailey with Crawley on 11 December 1881. ^[3]
