Online documents re: Davis Justen 1870 US Census, Borden, Peters

Question

I'm still trying to find where Philip F. Justin/Justine/Justen was born in Sullivan County, New York in January 1848.  I've found a Davis Justen with a son named Philip Justen in the 1870 US Census, Delaware Township, Sullivan County, New York.  The age of his Philip Justen is right.    Did Delaware Township in Sullivan County, New York require marriage licenses abt 1870-1872?  What does one do when they don't know  for sure the parents name of someone in the family tree?   I'm also looking for where Sarah E Borden was born and which Borden family she belongs to and where she died somewhere between 1910 and 1920 with a married name of Sarah E Peters, w/o Roswell Peters.

There is a Sarah Esther Borden b. in the correct timeframe in the 1855 Callicoon, Sullivan, NY as is Roswell Peters - don't know if this is any link?

There is a Phillip Justen, b abt the correct timeframe - who appears to be the son of Lewis/Louis and Christina Justen in the 1855 census.  The 1860 census has Phillip on one page and parents  Lewis and Christina  and siblings Christina, Margaret, Catharine - on the next page (I don't have access to those census images to see if this is the same family - maybe someone belonging to fold3.com could confirm?) 

In 1870 the same children - Phillip, Christina, Margaret, Catharine are living with Davis Justin - girls are listed as servants.  Might be a link?
