Oscar Velroy Coulter was born in Iowa, but spent most of his formative years in Atchison County, Missouri, where he married Caroline Elizabeth Smith. O.V. and Carrie homesteaded in Nebraska before leaving for Colorado. He settled in Rifle, Colorado, and with his sons built Coulter Lake, a "dude" ranch which is still in operation to this day. He promoted Rifle in various capacities, including exhibiting his produce in Denver, Colorado and being chosen as a delegate to the St. Louis World's Fair.

Most dates come from family records, including a genealogy prepared by Orra Maude Goldie Fern Coulter Kennedy Burch. O.V. also has a death certificate issued by the State of Colorado (his middle name, Velroy, is misspelled on this certificate).
In several sources, Oscar's middle name is spelled Vilroy; however, Oscar spelled his name Velroy. Evidence for that includes the fact that one of his sons has Velroy as a middle name, and also that it's spelled that way on his tombstone. Also, as his great-granddaughter, I never encountered the other spelling until other people listed it that way in their genealogies; in all our family records, created by his daughter Orra, it is spelled Velroy. In records created by his nephew, Ort Bachelor, it is spelled Velroy. Although I have numerous records created by O.V. himself, he never spells out either name, just signing everything O.V. In the 1930 census, O.V. is erroneously indexed as a Hampson instead of a Coulter.
