Charles was born 14 February 1860 in Lowell, Massachusetts to Winthrop Gove and Persis Howe.[1]Charles died on 25 May 1939 in Washington, D.C. and is buried in Cedar Hill Cemetery, Suitland, Prince George's Co., Maryland[2]
