Manley was born in 1870. He was the son of Moses Hall and Mary Richards. Manley married twice, first to Lavinia Burnett and they had two children, Jasper Lawrence and Edna F. His second marriage was with Hila E. Stiles and they had three boys, Clifford Lodie, James Bruce and private. Manley passed away in 1949.
