Frances was Choctaw.

Frances was born in 1872 in the Choctaw Nation, Indian Territory, the daughter of Albert Harkins and Levicey Garland. Frances passed away 21 Sep 1965 at Grady, Oklahoma. She is buried at the Bradley Cemetery, Bradley, Grady County, Oklahoma.[2]
