Biography
William Charles Phillips was born in 1841 in Roch, Pembrokeshire, Wales to Robert Phillips and Mary (Charles) Phillips. His birth was registered in Haverfordwest, Pembrokeshire in the last quarter of the year, with mother's maiden name Charles.[1]
