I would verify the statement that he served with the 17th Lancers Regiment. This regiment was a British regiment, of course.  It says he was from Ireland which does not rule out the possibility of his service in the 17th Lancers but I have my doubts.

The Irish have a long history of serving in the British military and England. You can see some of the notables at Irish Military Diaspora - England
