I think Balcome-16 and Balcome-17 are the same person. I only saw one child of name Balcome noted on the Bellingham birth record for that day. So likely the variant middle name of Herbert vs. Hubert confused some. If you concur, then the two profiles should be merged: Balcome-17 into Balcome-16. Thanks
