Bingham Baring was a member of the aristocracy in British Isles.

William Bingham BARING, second Baron Ashburton (1799–1864), was born in Philadelphia, USA, in June 1799, the eldest son of Alexander Baring, first Baron Ashburton (1773–1848), and his wife, Ann Louisa Bingham (d. 1848), of Philadelphia.
He enjoyed a moderately successful political career. Educated at Oriel College, Oxford, where he graduated BA in 1821 (MA 1836), he was MP for Thetford (1826–30), Callington (1830–31), Winchester (1832–7), North Staffordshire (1837–41), and Thetford again (1841–8), before succeeding to the peerage in 1848. He began as a whig, moving progressively towards the Conservative Party. He served as secretary to the Board of Control under Peel from 1841 until February 1845, and then as paymaster-general until July 1846. He was elected FRS in 1854, was made a commander of the Légion d'honneur in 1855, and was president of the Royal Geographical Society from 1860 to 1862.
Deeply shy, his character contrasted dramatically with those of both his wives. The year after Harriet's death, Ashburton married, on 17 November 1858, Louisa Caroline (1827–1903), daughter and heir of James Alexander Stewart-Mackenzie [see Baring, Louisa Caroline]. The second Lady Ashburton was also a significant patron of the arts. Ashburton died at The Grange, Alresford, on 23 March 1864, leaving a daughter from his second marriage.
