He was the son of Richard Butler and Isabella Vann.^[1] A delayed birth certificate gave his birthdate as 13 May 1900,^[2] but that conflicts with the 1900 census. ^[3] In the 1910 census Frank (age 12) was the single son of Mack C Butler in Civil District 4, Scott, Tennessee, United States.^[4][5]

Frank married Pearl Pemberton on 6 October 1917 in Scott, Tennessee, United States.^[6] Frank registered for the draft on 12 September 1918 in Scott County, Tennessee, United States. He was a teamster for Pemberton & Smithers in Norcross, where he and Pearl lived.^[7] In the 1920 census Frank (age 20), Farmer, was the married head of household in Civil District 1, Scott, Tennessee.^[8][9] In the 1930 census Frank (age 30), Sawyer, was the married head of household in District 3, Campbell, Tennessee, United States.^[10][11] In the 1940 census Frank (age 40), Sheriff, was the married head of household in Scott, Tennessee.^[12][13] In the 1950 census Frank (age 49) was the married head of household in Scott, Tennessee, United States.^[14]

He passed away July 8, 1972, at his home in Huntsville, Scott County, Tennessee, USA. He was buried in Carson Memorial Cemetery in Oneida, Scott County, Tennessee, USA.^[15]
