Howell was born in 1782 in Stanly, North Carolina, United States. He was the son of Absalom Harwood and Martha V (Leath) Harwood.^[1]

In the 1850 census Howell (age about 68) was living in Almonds, Stanly, North Carolina.^[1]

Howell died at the age of about 88 on 4 February 1870 in Stanly, North Carolina, United States.^[2]
