He was born on 06 February 1870 in Dunbarton, Merrimack County, New Hampshire, USA and his parents were Helen M. (Baker, 1848-1909) and John Hamilton Burroughs (1845-1930).

In 1894 he graduated from Dartmouth College in Hanover, Grafton, New Hampshire, USA.

In 1896 he graduated from the law school of Columbian College (now George Washington University) in Washington, D.C.

He was an American lawyer, politician and a U.S. Republican Representative from New Hampshire.

Sherman Everett Burroughs married Helen Sophie Phillips.

He died on 27 January 1923 in Washington, D.C., USA and was buried at Pine Grove Cemetery in Manchester, Hillsborough County, New Hampshire, USA.
