William was born in 1840, the son of Michael Rouse and Amanda Daniel.

He passed away in 1928 in Cynthiana, Harrison County, Kentucky of senility and gangrene of the left foot. The informant is Josephine Rouse; she's listed as Josephine Wright in the Wife section of the death certificate. He was buried in Battle Grove Cemetery in Cynthiana: Section K, Lot 73. Death certificate states his occupation as retired merchant.
