Everette was born in Kentucky in 1873.[1] He was the oldest child of Addison Howard and Addie Harreld. He grew up in Morgantown with his parents and four younger siblings.[2] His father passed away in 1894.

In 1895, he married Hollis Hope in Jackson County, Missouri.[3] In 1900, he was registered as living with his mother and siblings in Edmond Township, Oklahoma, where he worked as a bookkeeper.[4] He was also registered as a member of the Hope household, living with his wife and working as an assistant to a state position in Kansas City, Missouri.[5]

By 1910, Everette, Hollis, and their son Paxton Hope (b. 1902) lived in Tulsa, Oklahoma, where Everette worked as the manager at a brick plant.[6] Later that decade, however, he was elected to Congress and served as the member of the House of Representatives representing Oklahoma's 1st District three times. His first term was from 1919 to 1921, his second from 1923 to 1925, and his third from 1927 to 1929.

In 1930 and 1940, the Howard household lived in Tulsa, and Everette worked as a lawyer for oil businesses.[7][8]

He passed away in Midland, Texas in 1950. [9] He was buried at Memorial Park Cemetery in Oklahoma City, Oklahoma.[10]
