Williams was born in 1928 in Cleveland, Tennessee. He was the son of John Bacon and Grover Howie. He served in the U.S. Navy during World War II and Korea, achieving rank of Petty Officer 2/c and had severn tours in the Pacific including tours to Guam and the North Pole. After his service he returned to Cleveland and worked for 30 years with BellSouth. He married Doris Jean Jones in 1952. He passed away in Cleveland in 2017 and was buried in Chattanooga National Cemetery.

Preceded in death by his parents John Henry Bacon Sr and Grover Gladys Howie Bacon, wife Doris Bacon, 4 brothers, 2 sisters (named in article). Survived by daughter, gr-children, gr-grandchilden, two sisters.
