William Barker was born in about 1839 in St Helens, Lancashire. He was the son of Henry Barker and Ellen (Markledon or Marcleton or Marcheldon or Martindale) Barker.

William married Jane Sephton on 18 Nov 1861 at St Thomas' Church in Eccleston, Lancashire (Anglican). William was 22 and a collier; Jane was 21. Neither had been married before, and both were living in Eccleston. Their fathers were named as Henry Barker (collier) and William Sephton (labourer). The witnesses were William Litherland and Lucy Dillaway.

Their son Henry Barker was born in 1864 in St Helens, Lancashire.
