Ignatius Bulfin was born on February 5, 1870 in Dublin, Dublin, Ireland, son of Patrick Bulfin (~1818–1871) and Teresa Clare Carroll (1838–1911).
Ignatius married Mary Madeline Ellen LeJuene (born in 1876 in London, Middlesex, England; daughter of Antony John LeJeune and Elizabeth (Mahony) LeJuene). Their son was Patrick George John Bulfin (1905–1981).
