Silas was born in 1846. He was the son of Silas Burroughs, a politician, and Laura Bennett.
He founded Burroughs Wellcome and Company with Henry Wellcome. He married Olive Augusta Chase (1850–1905) in 1884. They had three children: Anna Louisa, Stanley Mainville, and Frances Margaret.
He passed away in 1895 from a sudden illness (possibly complications of influenza) while vacationing in Monte-Carlo. He was buried there, rather than having his body returned to Great Britain.
