A possible match for his parents is the family of John and Jenet/Jessie Dougan in Wigtownshire, with son William born 1859, in the 1861 and 1871 Scotland census.^[4][5]

A possible match in the 1881 England census is William Dougan, born 1859 in Scotland, and working as a farm servant in Ashley, Cheshire, England.^[6]

William married Elizabeth Lowery (born about 1861 in Cumberland).^[2] A probable record is William Dougan and Elizabeth Lowry (or Lonry), married 1882 in Whitehaven, Cumberland.^[7] This is plausible match because it has her correct first name, the last name is confirmed by mother-in-law living with them in 1911 England census, the date is consistent with the birth of children, and the marriage is occurring near the bride's home.
