In the 1901 census (https://familysearch.org/ark:/61903/1:1:XSW8-NXS) Bessie gives her place of birth as Zeal Monachorum, Devon (which is a little south of Nymet Rowland as stated on her profile). That seems to make it likely that this is her in the 1881 census living with her parents, siblings and uncle in Nymet Rowland.
