Otto was born in Green Cove Springs, Clay, Florida, the son of Samuel Arthur Oosterhoudt and Mary Branning, and was named after his mother's brother-in-law, Otto Joseph Muelbacher. In 1923 he married Frances Ruth Carmichael in McDonough, Georgia. He lived and worked in Jacksonville, Duval, Florida. During World War II, he was a volunteer submarine spotter for the Coast Guard, living in Jacksonville Beach. He was a CPA, and passed away in Jacksonville in 1964. He raised two sons, Allen Carmichael Oosterhoudt and James Joseph Oosterhoudt.

Joe Oosterhoudt Dies
Otto Joseph (Ootz) Oosterhoudt, prominent Georgia Tech alumnus and permanent member of the Gator Bowl Selection Committee, died Thursday morning in Jacksonville. Among his last official functions was attendance at the Atlanta Touchdown Club Jamboree, during which he suffered a heart attack and had to be taken to a hospital. A CPA, Oosterhoudt was a member of the American Institute of Accountants, a past president of the Duval County and Florida State Institutes of Accountants; the Jacksonville Quarterback Club and Jacksonville Georgia Tech Alumni Association; treasurer of the board of trustees, Jacksonville University and member of the Timuquana and San Jose Country Clubs, the Morocco Temple of the Shrine and the Exchange Club.
