He was a US Congressman. Also, a prominent banker in Iowa in the days before the Civil War. He served in the war's early years as Iowa's Paymaster General. He was elected twice to represent Iowa's 2nd Congressional District in the United States House of Representatives, serving first from March 4, 1863 to March 4, 1869, then serving from March 4, 1877 to March 3, 1881. He declined to run for re-election, accepting the appointment of Chief Clerk in the Indian Affairs Office. He was subsequently appointed United States Commissioner of Indian Affairs by President James A. Garfield, and served in that capacity from May 6, 1881, to March 27, 1885.[1]

He passed away 30 May 1901 in Washington, DC. He is interred at Oakdale Cemetery in Davenport, Iowa.[1][5]
