Biography
Franklin was born in 1941. He was the son of Nathan Daniel Riggs and Katherine Griggs. [1]
For the 1950 census Frank was 8 years old. His father was 36, born in Colorado and working as a game warden. His mother was 38, born in Colorado and working as a teacher. He was the only child on this census. They were living in Custer, Colorado. [2][3]
