Biography
Ottie was born in 1915. She was the daughter of Abner Vance and Nancy Belcher. On Sept. 19, 1932, Ottie became the wife of Norwood Dingess with the wedding taking place in Verdunville, Logan Co. West Virginia. She raised three children before passing away in 2011.
