Cromwell was born in 1828 the son of Cornelius Varley FRSA (1781 - 1873) and Elizabeth Livermore (Straker) Varley (1798 - 1874). He was born on the 6th April 1828 at 46 Holywell Street, St John the Evangelist, Westminster, Middlesex according to the nonconformist register where his birth was recorded.[1]
His father was a member of the Sandemanian Church in Islington, MIddlesex, England, which is a nonconformist church.
1841 Census on the 6th June 1841 Cromwell was living in Charles Street, St Pancras, Middlesex, England with his parents Cornelius and Elizabeth, and his siblings Elizabeth, Cornelius, Emma, Samuel, Theophilus, Amelia, Octavius and Edwin.[2]
1851 Census on the 30th March 1851 Cromwell a telegraph superintendant, was living in St Pancras, Middlesex, England with his parents Cornelius and Elizabeth, and his siblings Elizabeth, Cornelius, Emma, Samuel, Theophilus, Amelia, Octavius and Frederick.[3]
Cromwell a telegraph engineer, married Ellen Rouse (1837 - ) the daughter of Joshua Rouse, on the 4th October 1855 at St John's Church, Hampstead, Middlesex.[4]

1861 Census on the 7th Aril 1861 Cromwell an electrician telegraph engineer, was living at 4 Fortess Terrace, St Pancras, Middlesex with his wife Ellen, and their children Eleanor, Cromwell and Hebe.[5]
1871 Census on the 2nd April 1871 Cromwell a civil engineer, was living in Beckenham, Kent with his sisters Emma and Amelia.[6]
1881 Census on the 3rd April 1881 Cromwell a consulting engineer, was living at Cromwell House, Main Road, Bexley, Kent with his wife Eleanor.[7]
Cromwell died aged 55 on the 2nd September 1883 at Cromwell House, Main Road, Bexley, Kent.[8]
Cromwell's Will was proved on the 25th October 1883 at the Principal Registry by Andrew Goring Pritchard of 12 New Court, Carey Street, Middlesex, (estate £42157 14s. 6d.).[9]
