Rufus Waterford was born about 1858 in Canada, son of William Waterford. He was a free person of color.
In the 1861 census Rufus was three years old. His father was working as a farmer in Chatham, Kent, Ontario, with five children. He was a widower and did not profess any religion. The family lived in a log house next door to Alexander Waterford (age 36), Granville Waterford (age 43) and Elizabeth Waterford (age 73) and their families.[1]

In the 1870 census Rufus was 10 years old and attending school in Portland, Multnomah, Oregon, while living with Andrew Johnson and his wife Sarah.[2]
In the 1880 census Rufus was 23 years old and living on 12th Street in Northwest Portland, Multnomah County, Oregon, with his father, his father's second wife Elizabeth, her daughter Rosetta, and his brother Elbridge. Rufus was working as a laborer.[3]

When his father died in March 1893, Rufus was noted as 35 years old and living in Portland, Oregon.[4]
Rufus died of tuberculosis in San Francisco on 9 December 1899 and was buried at the Lone Fir Pioneer Cemetery in Portland, Oregon.
