Frank was born on 30 April 1891 in Hornsey, Middlesex, the son of John Samuel James Williams and Jessie Nicoll (Vincent) Williams. His birth was registered in 1891 in Edmonton, Middlesex.^[1][2][3]

1901 Census on the 31st March 1901 Frank was living at Avondale Road West Side, Tottenham, Middlesex, England with his parents John and Jessie, and his siblings Amy, Ida and Eric.^[4]

Frank performed with the Hannah Vincent Operatic Society, organised by his aunt Hannan Vincent.

1911 Census on the 2nd April 1911 Frank was living in Wood Green, Hornsey, Middlesex, England with his parents John and Jessie, and his siblings Amy, Ida, Percy, Eric, Norah, Edward and Margaret. He was employed as a Fine etcher in the Photo-engraving industry.^[5]

Frank married Ivy M. Barnett in 1924 in Edmonton, Middlesex ^[6]

1939 National Register on the 29th September 1939 Frank, a printing works manager, was living at 18 Wolves Lane, Southgate, Middlesex.^[7]
