John Lloyd b. 1768 PA move to Virginia age 3...is there tie in to the Lloyd who was associated with G Washington?

Family Bible states that John Lloyd “attended with military honors the body of George Washington to the grave”. Could he be son of John Lloyd b. 1735 Brunswick Va and Sarah Harper b. 1755 Philadelphia PA? She would have been 13 which is not impossible but perhaps that is why he was sent to Virginia at age 3?

Further reading of his daughter’s bio she wrote says John Lloyd joined the military “when the French invaded Virginia “ which would have been the Quasi War of 1798. George Washington came out briefly from retirement to be Commander in Chief but it never developed into a real war. Washington died in 1799 and John Lloyd “attended his body with military honors” at the funeral and burial. Can anyone point me in the direction of military records from Virginia in 1798-1799? After the funeral sometime he left for Fort Niagara as he built a cabin near there in 1801.
