Phineas was born in 1804 in Salem in Harrison County in Virginia, which in 1863 would become part of the new state of West Virginia. He was the son of Jonathan Fitz Randolph and Mary Elizabeth Davis. He grew up within the large Seventh Day Baptist community there and at age 18 in 1823, he married Marvel Maxson from another important S.D.B. family there in Harrison County. The couple settled to farm near Salem and had at least five children there together, two of whom died young. He did well as a farmer. His wife Marvel died in 1891. Phineas lived to be 91 years old, dying in 1896 in Greenbrier Run in nearby Doddridge County. He is buried together with his wife in the Seventh Day Baptist Church Cemetery in Salem, West Virginia.

Based on the 1830 census, it appears Phineas and Marvel had a son before 1830 who died at some point before the following census in 1840.

Phineas F. Randolph was born Aug. 7, 1804, and died March 29, 1896, aged 91 years, 7 months and 22 days.
The subject of this sketch was the oldest resident of Salem and vicinity. He had lived for more than 60 years in the house in which he died. He lived an upright, honest life, respected by all. Two daughters, Mrs. William Jeffrey, of Salem, and Mrs. Clark, of Greenbriar, survive him. L. D. S.
Surname Note
In this Fitz Randolph family, Fitz appears to have been used by all family members as part of their surname: the Oris H.F. Randolph genealogy[1] assumes this to be the case when listing the children in both the family in which Phineas is a child and the one in which he is the father. The current consensus is therefore to use the surname Fitz Randolph. (Need to confirm how Fitz Randolph was used in legal documents and when births were recorded documents.)
