William was born to Jacob Westfall and Judith Hornbeck in the Minisink area (now Montague, New Jersey) and was christened by the Kingston, New York Dutch Reformed Church (circuit rider) on March 26, 1735. In 1737, he moved with his parents to present Moorefield, West Virginia. In 1748, he moved with his parents to a nearby 400-acre farm on the South Fork of the South Branch of the Potomac River. He wed Elizabeth Thorne, daughter of Peter and Elizabeth Thorne, in Hampshire County in 1758. In April of 1758, William, along with brother Abel, joined with Tobias Decker to establish the Decker Colony at Decker Creek near present Morgantown, West Virginia. The colony was attacked by thirty Delaware Indians on October 16, 1759, and eight people killed. Abel was taken prisoner and later escaped but his wife and son were killed.
In 1795, William moved to Clarke County, Kentucky then, in about 1798 to Ohio.

On 27 November 1794, William WESTFALL and his wife, Mary, of Randolph County, Virginia to John Barnhouse of Randolph County, Virginia. For 80 pounds WESTFALL sold to Barnhouse land in Randolph County, Virginia lying in Sugar Creek within a quarter of a mile of a survey of Charles Myers containing 460 acres. Beginning at a large white oak, near the bank of Sugar Creek on the West side of the Creek, and running thence west 250 poles crossing a fork of Sugar Creek to a whiteoak; thence South seventy degrees East crossing the creek 200 poles to 3 white oak; thence N 5 degrees W 325 poles crossing the creek to the beginning.
