The nearest I can find is an Alfred John Oram born Strand, London in 1879. This Alfred was the son of Alfred George Oram and Mary Ann Swain. Here they are on the 1901 census where they were living in Newington which is not far from Lambeth.

Frank Oram born 17 January 1922, was working as a pay clerk & living with brother Leonard & parents Alfred born 6 July 1879 & Lucy born 21 October 1879 in Briscoe Buildings, Lambeth, Surrey in the 1939 England Census.

Mother's last name would be Harvey (according to the birth registration Volume 1d Page 425).

The grand father of Frank Oram, was Alfred George Oram as guided by an earlier answer.

Alfred George Oram was born in Hackney, 1854, with mother's maiden name Huggins & baptised 5 November 1854, Hackney, Middlesex, the son of James Montague Oram & Emma.

Alfred George  with wife Mary Ann was living with son Alfred J in Olney Street, Newngton, Southwark in 1881. He worked as a waiter.

James Montague Oram married Emma Huggins in the September Qtr 1849, in the Shoreditch RD Volume 2 Page 392.

James Montague Oram died 20 April 1904 aged 83,which would make him born about 1821.

James was a little older than 83 at his death. He was born in 1816 & baptised 4 August 1816, Clerkenwell, St. James, Islington, Middlesex the son of James Oram (watchmaker) & Sarah of Coppice Row. (London, England, Church of England Births and Baptisms, 1813-1917

Sarah was likely Sarah Young, who married James Oram in Islington, 1810. (England Pallots Marriage Index). Infact 23 December, 1810 Islington, St. Mary.

James was a little older than 83 at his death.

It was not just women who fudged their ages, so an earlier birth does not surprise me.   The1901 census has James and wife, Emma, both aged 70, so born "about 1831".  That was 10 years off the "about 1821" from his death.  surprise
