My father & siblings, all American children were brought back to Italy from US in 1919 with their Italian mother. Is there an passenger list of them going into Naples or Messina

The passenger lists/manifests are usually with the country they went to, so in your case registered in Italy.  I am not sure how long records in Italy are sealed in other countries they are not available for 70 - 100 years.  You maybe able to find them on Italian Census after the date you think they went back.

Or there maybe something in the Newspapers in the US about them returning to Italy.  They would have been just considered passengers to Italy .
