No, they're two separate people. Fossard-3 is the mother of Bulmer-68. The reference you quoted states that Emma was the daughter of Bertram de Bulmer. This is Bulmer-68. And Bertram was married to Emma Fossard (Fossard-3), mother of Emma (Bulmer-68) who married Geoffrey de Valoignes and Geoffrey Neville.
Fossard-3 and Bulmer-68 are the same person and Fossard-3 should be merged into Bulmer-68 which has the correct parents and issue, as well as the correct LNAB. Bulmer-68 does need the Round source and the brother William Bulmer added.

Data says born about 1140 but Bio says born about 1112 (before her father's birth).

I don't believe the profiles for the people shown as his sons are accurate, as from what I've seen he's not known to have had any sons. I've eliminated them. His land and heritage passed to his daughter Emma.
I'm confused Emma is born in 1140 so how can her children be born in 1136
