Steven, If the location of Brookefield (MD) can be located then perhaps the appropriate county can be determined prior to 1695. Thomas was appointed to a position in Calvert County early on (History of the Brooke Family of Whitchurch-Thomas W. Balch). His will states that he is "of Brookefield, Prince George's County.
I agree. My information is sourced from different records - the Maryland Historical Society - and the Beall line is addressed but not pursued by the book - A History of the Brooke Family of Whitchurch - by Thomas Willing Balch (1898). Citations from Wikipedia are not exact.
I believe Rachel Hall was the wife of Col. Walter Smith, Sr, not the wife of Thomas Brooke III. Also, the Citations text is mostly about John Beall and Samuel Beall Jr., not Thomas Brooke III.
