Isaac was born on January 27, 1877 at Smoky Junction in Scott County, Tennessee. He was the son of William Duncan and Sarah Mason. He married Mary Hatfield on June 20, 1897 in Scott County. He passed away from a cerebral hemorrhage, arteriosclerosis and hypertension on September 21, 1963 at Norma in Scott County.
