William Hallard married Ann Webber on 24 December 1840 at the Church of Culmstock in the county of Devon. Their marriage certificate recorded William was a bachelor aged 24 and a wheelwright. His father was named as Jonathan Hallard, a wheelwright. Ann was a spinster aged 20. Her father was named as William Webber, a mason. Both parties were residing in Culmstock at the time of the marriage. Witnesses were William Sheers[?] and Eliza Tapscott. William Hallard and Ann Webber both signed with their mark. [2]

The family then moved to Salisbury, Wiltshire.
Daughter Ellen Hallard died on 20 January 1847 at Culver St, St. Martin, Salisbury, Wiltshire, where the family was living, aged 3 years of thphus fever. In the 1851 census William aged 34, Ann aged 32 and Mary Ann aged 4 were living at 56 Moor[e] St, Wolverhampton in Staffordshire. William was again employed as a wheelwright. Living with them was William’s brother Jonathan and his wife Eliza. Jonathan was employed as a forge labourer. [9]
The family then moved to Stratford, West Ham in Essex. In the 1850s, Plaistow, Stratford, Upton, Canning Town and Forest Gate merged into one, and West Ham became the eighth biggest town in the UK. As local industry grew, so did the area’s population, trebling between the 1840s and the 1860s. Conditions for many during the 19th century were squalid, and there was severe deprivation. With open sewers running at the bottom of crowded streets, cholera was common.

In 1871 their address was given as 14 Maryland St, possibly the same house renumbered. William had continued in his trade and in this census was described as a journeyman. Son William, aged 16, was a wheelwright apprentice. Mary Ann, aged 23, was a dressmaker. The younger children Sarah aged 14, Charles aged 11 and John aged 7 were all still at school. [12]
In 1881 their address was given as 62a Maryland Road. It is unclear if this is still the same property. Oddly William was then employed as a cow keeper. Mary Ann was still unmarried and employed as a dressmaker. Sons Charles, aged 21, and John, aged 17, were working as milkmen. Daughter Sarah was now married and one of her children, William, was living with his grandparents, aged 4 years. [13]
